"In 1806 Captain Thomas Cochrane (later Rear Admiral and Lord) of the British Royal Navy constructed kites to transport proclamations from his ships into France. Later that century, balloons came to be used to drop leaflets, for example, by the inhabitants of Milan when besieged in 1848 and then by the French during the Siege of Paris in 1870."
